Supporting Independence Through CAPABLE

March 19, 2026 By Colton Wood 2 Comments

For Family Lifeline Care Coordinator Ida Mitchell, helping older adults remain safe and independent isn’t just part of her job; it’s what drives her work. So, when she was introduced to JFS Richmond and Beth Sholom’s CAPABLE (Community Aging in Place, Advancing Better Living for Elders) program, she was instantly moved.

“I first learned about the CAPABLE program when (JFS Chief Administration Officer) Robin Abbott gave a presentation to the City of Richmond Aging and Disability Advisory Board, where I serve as the Second District Representative,” Ida said. “What stood out to me when I first heard about the program was how thoughtfully CAPABLE combines home modifications, nursing support and occupational therapy to help older adults remain independent.”

CAPABLE is a free, client-driven program for low-income seniors in the Richmond area and consists of a team of an occupational therapist, registered nurse and a handy worker that helps individuals identify their own goals that will help them remain in their homes for longer.

Motivated to learn more, Ida attended an occupational therapy session and saw the program in action.

“I had my list of referrals to send immediately and sitting in on an OT session was a very meaningful experience for me,” she said. “I was able to observe how the program empowers clients, focuses on their goals and builds confidence through practical, hands-on support.”

Since then, she has referred clients and seen clear results.

“The clients I’ve referred to the CAPABLE program have shown noticeable improvements in their confidence, safety and ability to manage daily tasks,” Ida said. “I’ve seen clients become more independent and feel more secure in their homes.”

For Ida, CAPABLE stands out for its unique approach.

“CAPABLE stands out from other services because it brings together home repairs, nursing support and occupational therapy in one coordinated, client-centered program and it comes at ‘no cost’ to the client or their insurance,” she said.

That combination makes it an essential resource for both providers and the people they serve.

“As a Community Health Worker, having a trusted, no-cost program like CAPABLE to refer clients to is incredibly valuable. It fills gaps other services don’t.”

CAPABLE program participants must be at least 60 years old, live within the Richmond area, meet income eligibility requirements and experience challenges with daily activities such as bathing, dressing or mobility.

If you or someone you know could benefit from the CAPABLE program, or to learn more, go to JFSRichmond.org or call (804) 282-5644.
